Energy Efficiency Innovation Review: Summary Report

This summarises the principle conclusions of the Energy Efficiency Innovation Review (EEIR) carried out by the Carbon Trust and the Energy Savings Trust.

The government will respond to the EEIR in the UK Climate Change Programme and later policy processes such as the Energy Review and the Comprehensive Spending Review 2007.

The report addresses the status and future requirements for energy efficiency in the household sector, business and public sector and new demand-side energy efficiency technology. It considers the implications of key policies and strategic considerations relating to achieving energy efficiency targets.

International context

Measures of energy consumption per unit of GDP (energy intensity) indicate that the UK is a mid-range performer within the EU while the EU, together with Japan and Switzerland, are the best performers internationally in terms of energy intensity.

Domestic context UK CO2

The UK is on course to achieve its Kyoto commitments of 12.5% below the base year by 2008-12, but significant effort is required to achieve the domestic goal of 20% below 1990 levels (current projections are 10%).
